Are you a seasoned attorney with a passion for shaping the future of the financial services industry? If so, Walmart’s Chief Legal Office has an exciting opportunity for you! We are on the hunt for a dynamic individual with over 10 years of experience in financial services or in a retail operation supporting financial services. This role is your chance to make a significant impact, focusing on all aspects of money transmission and payment systems, ecommerce, and ensuring compliance with state, federal, and international regulations.
You’ll make an impact :
Support the business directly with a focus on compliance, product development and digital wallet development (Walmart and Sam’s Club), and regulatory change management implementation.
Liaison with 3rd party legal teams on agency requirements and changes related to domestic and international money transmission and mapping flow of funds and data.
Ensure compliance with state and federal money transmission laws, including working with licensing teams at Walmart.
Oversee adherence to consumer protection laws (e.g. UDAAP, GLBA/Reg P, EFTA/Reg E etc.).
Collaborate on innovative business models.
Manage state laws relating to money orders and bill paying.
Handle issuance and selling of prepaid access/stored value.
Ensure compliance with foreign currency dealing and exchanging requirements.
Support Compliance on AML requirements, including familiarity with FinCEN’s AML regulations and best practices.
Work with the team on CFPB consumer protection issues and emerging rule making, liaise with external counsel and industry groups regarding proposed rulemaking and comment letters.
Work with business and BSA/AML leaders to develop fraud prevention strategies.
Support legal teams on subscription services requirements and the financial services implications of Walmart + and Sam’s Club memberships, including rewards.
Counsel on compliance, authorization, and licensing requirements related to payments.
Collaborate with business units throughout product life cycles, providing regulatory advice.
Ensure adherence to Credit Card Networks, Network Rules, PCI DSS Compliance, Durbin Amendment, CARD Act, EFTA (Reg E), and NACHA Rules.
Advise on traditional and emerging payment systems, including digital and virtual cryptocurrencies domestically and internationally, distributed ledger technologies, and electronic and mobile payments applications, including digital wallets.
You’ll sweep us off our feet if:
A minimum of 10 years of experience as a subject matter expert in the financial services industry, or retail industry supporting financial services across a law firm, government agency or a fast-paced technology, financial services, banking, lending, payments, or fintech company.
Experience with payments and banking industry legal issues and applicable compliance requirements and regulations, including NACHA Rules, card network rules, Regulation E, Bank Secrecy Act / anti-money laundering rules and state money transmission services regulation.
Excellent written and oral communication skills.
Extensive experience dealing with federal and state banking and other regulators including the CFPB, FTC, OCC, and FDIC.
Demonstrated ability to work practically and quickly to evaluate risk, solve problems, and make decisions that balance risk, opportunity, and business objectives.
Experience in rolling out retail-based, customer service products and services.
Extraordinary interpersonal and communication skills, phenomenal ability to communicate information effectively internally and externally, including to non-legal audiences, and to drive cross-functional alignment and action and an execution-oriented mindset with the humility, drive, and creativity to get things done.

Bentonville, Arkansas US-09401:The annual salary range for this position is $130,000.00-$260,000.00
