What you'll do...

The CEM (Civil Engineering Manager) will provide regional civil expertise supporting Walmart Operations and Realty to complete initiatives for new and existing stores within an assigned territory. 

The CEM team members work together to oversee a collective of Civil Consultants and CTL firms, provide guidelines for consistency in execution, distributes and manages work assignments in their respective territories.

CEMs partner with internal stakeholders to develop civil guidelines for new stores, remodel projects, parking lot carve-outs and emerging initiatives.  CEMs monitor CEC/CTL activity providing project oversight of work outputs from conceptual through final approvals.

CEMs provide subject matter expertise and supports a variety of internal stakeholders such as Portfolio Mmgt, Proto Team, Project Mgmt Organization, Fuel Team, Pharmacy Team, Legal, Construction Execution, Energy Team, etc.

Manages the civil design process for real estate initiatives by auditing plans; explaining company design criteria to cross-functional team members; coordinating with consultants and legal partners to expedite processes and avoid unexpected costs; recognizing design and construction issues that may affect the project; resolving complex building and site construction issues; advising key stakeholders on design standards and modifications to non-prototypical layouts; discussing and vetting modifications and improvements with key stakeholders; ensuring design concepts and ideas meet specific site needs; and approving proposed design changes.

Establishes best practices to ensure cost containment by identifying inefficient or high cost components of the design process; ensuring cost containment controls; creating the most efficient site layout and budget; and recommending alternatives and civil design changes, including building shell.

Manages civil engineering design development and implementation by ensuring systematic audits of design documents are complete; participating in site visits to identify and communicate complex issues to developer or other construction partners; executing governance of site plans and site plan design; driving resolution of building shell and site development issues; and managing investigations of civil design professional performance to ensure improvement in quality and cost reduction.

Directs site planning process, technical due diligence, and site entitlement required for real estate development by managing outside consulting firms; identifying required governmental approvals, permits, and licenses; conducting project-specific investigations ; solving design concerns that arise during the permitting process; and implementing improvements to the entitlement, permitting, and licensing process.

Oversees external civil engineering consultants by establishing project specific deliverables and timelines; ensuring project documentation accuracy; reviewing consultant compliance with federal, state, and local building codes; and reviewing and approving consultant invoicing and expenditures.

Drives the execution of multiple business plans and projects by identifying customer and operational needs; developing and communicating business plans and priorities; removing barriers and obstacles that impact performance; providing resources; identifying performance standards; measuring progress and adjusting performance accordingly; developing contingency plans; and demonstrating adaptability and supporting continuous learning.

Provides supervision and development opportunities for associates by selecting and training; mentoring; assigning duties; building a team-based work environment; establishing performance expectations and conducting regular performance evaluations; providing recognition and rewards; coaching for success and improvement; and ensuring diversity awareness.

Promotes and supports company policies, procedures, mission, values, and standards of ethics and integrity by training and providing direction to others in their use and application; ensuring compliance with them; and utilizing and supporting the Open Door Policy.

Ensures business needs are being met by evaluating the ongoing effectiveness of current plans, programs, and initiatives; consulting with business partners, managers, co-workers, or other key stakeholders; soliciting, evaluating, and applying suggestions for improving efficiency and cost-effectiveness; and participating in and supporting community outreach events.

Minimum Qualifications...

Minimum Qualifications: Bachelor’s degree in Architecture, Civil Engineering, or related field and 3 years’ experience in real estate development, engineering or architectural design, construction management, project management, or related area OR 5 years’ experience in real estate development, engineering or architectural design, construction management, project management, or related area.
